Bank stocks surged Tuesday as news of regulatory reform helped push stocks higher.

The KBW Bank Index closed up 6.11%. Bank struggled to hold onto gains in early morning trading, but picked up steam in the afternoon to close on a strong note.

Stocks rose after the Financial Accounting Standards Board released proposals designed to reduce the scale of other-than-temporary impairment charges and help banks comply with mark-to-market accounting rules.
