Let's see if this makes sense. Foes of Mayor Michael Bloomberg's congestion pricing plan argue that commuters would drive around northern Manhattan or parts of the Bronx and Brooklyn looking for parking spots to avoid paying $8, even though they will spend $4 to take the subway into and out of the central business district.
