Imagine paying a fee to enter Chicago's Loop during rush hour.
Or maybe a fee to drive down Randall Road during peak retail times.
That may sound crazy, but the general idea is just sane enough to be
getting attention in the hallways of regional planning groups in
Chicago. And it comes from no less a place than New York City, where
Mayor Michael Bloomberg is considering charging a fee to enter
Manhattan during peak hours.
