Congestion pricing is one of the key issues slowing down state budget talks.

The plan to charge motorists a toll to drive into Manhattan as a way to ease traffic on the island has become a hot topic Downstate and in Albany.

The proposal has little effect on Central New Yorkers -- unless you often need to drive into Manhattan.
