NEW YORK (AP) — New York City Mayor Bill de Blasio says streets will only be available to emergency vehicles starting at 11 p.m. due to the massive snowstorm heading to the area.

He also says all city public schools will be closed on Tuesday. After-school activities and programs scheduled for Monday also have been canceled.

De Blasio made the announcements during a weather briefing Monday. He says the street restrictions will continue until the situation is considered safe.

Meanwhile, Gov. Andrew Cuomo has declared a state of emergency for New York City and suburban areas to the north and east. He says the storm "should not be taken lightly" and "could affect health and safety."

Cuomo also says subway service will be limited after 7 or 8 p.m.
