Moammar Gadhafi's forces have been gang-raping women stopped at checkpoints, using Viagra "like a machete," the chief of the International Criminal Court charges. The court plans to investigate allegations of institutionalized rape of rebel supporters in Libya, Luis Moreno-Ocampo tells CNN. "There are rapes. The issue is who organized them," he says.

The court has information about women who were gang-raped by police after being found carrying rebel flags, Moreno-Ocampo says. Echoing charges made by US officials, Moreno-Ocampo says Gadhafi's security forces have been using Viagra as a "tool of massive rape," and the court is likely to add the rapes to its charges against Gadhafi.
