A California state Senate panel has approved a measure that would allow illegal immigrant college students to receive public aid. Former Gov. Arnold Schwarzenegger vetoed versions of the bill, but Gov. Jerry Brown has backed the idea and signed the first part of the Act, the Los Angeles Times reports.
