Scathing report finds department routinely violates civil rights

(Newser) – Violent crime is on the rise in Puerto Rico—and the police department is part of the problem, a scathing new report from the Justice Department concludes. The department is “broken in a number of critical and fundamental respects,” according to a copy of the report obtained by the New York Times. Police systematically use excessive force, perform illegal searches, discriminate against Dominicans, and attack protesters and journalists to suppress free speech, the report finds. At the same time, officers “fail to adequately police sex assault and domestic violence.”

“Far too many PRPD officers have broken their oath to uphold the rule of law,” the report finds. From January 2005 to November 2010, a whopping 1,709 officers have been arrested (including this major bust), for charges ranging from assault to drug trafficking to murder. The 116-page report is among the Justice Department’s most critical ever, and paves the way for a federal lawsuit. It also recommends 133 immediate changes to radically overhaul the department.

Feds: AT&T Put Fraud on Government Tab

Service for the deaf was abused by Nigerian scammers

(NEWSER) - The Justice Department has accused AT&T of bilking the government out of more than $16 million by purposely allowing Nigerian fraudsters to abuse a service intended to help deaf Americans. AT&T says it's just following FCC rules requiring it to offer a free IP Relay service, which allows the deaf to type messages for an operator to read. The government then reimburses AT&T for the calls at $1.30 per minute, Bloomberg explains. But the Justice Department says 95% of the calls AT&T facilitated were from foreign con artists, mainly from Lagos, Nigeria. More»

Obama administration says it discriminates against Hispanics

(NEWSER) - The Obama administration has stepped in to block a controversial Texas law requiring voters to have a special ID card, on the grounds that it discriminates against minorities, particularly Hispanics. The Justice Department concluded that there was little evidence of voter fraud that would justify the law, and that it would place an undue strain on the poor, because voters must bear the costs of acquiring needed documentation, and may live far from Department of Public Safety offices, Politico reports. FAA preparing new rules to allow domestic use of drones

(NEWSER) - Meet your science-fiction future. Drones may soon be deployed over your sky, courtesy of your local police force. The Federal Aviation Administration is in the process of paving the way for use of the terror-busting devices on domestic soil, reports the Los Angeles Times . And it's not only police, but farmers and utility companies that could soon be deploying drones. "It's going to happen," said Dan Elwell, vice president of civil aviation at the Aerospace Industries Association. "Now it's about figuring out how to safely assimilate the technology into national airspace." More»
