Port Authority police launched a hate crime investigation after construction workers returning from their Christmas break found a noose hanging from the 64th floor of 1 World Trade Center. It's not clear whether there had been any tension among workers at the skyscraper formerly known as Freedom Tower, the New York Daily News notes. The department "places the highest priority on crimes motivated by hate and bias,” police said in a statement. “We believe aggressive enforcement action sends a clear message that this behavior will not be tolerated."
