Rand Paul had been holding up the vote until the FBI would tell him more about its use of domestic drones, but at the last minute, Paul announced the FBI had sent him a letter answering his questions (you can read it here if you're at all interested; it claims to have used drones for surveillance 10 times since 2006), and the vote went ahead, with Comey being approved 93 to 1.
