City tops IBM's 'commuter pain index'

An IBM survey of 4,446 motorists found that LA commuters ranked their morning drive highest on a "commuter pain index," which measures traffic, stress, anger, and other factors. Wireless sensor network will alert drivers to open spaces

The city is pioneering a program to add sensors to thousands of parking spaces; drivers will be alerted to empty spaces through displays on street signs or via their smartphones. Prices rocket to highest in 20 years
