Winds Kill 13 in Spain, France

(Newser) – High winds in Spain and southern France today killed 13 people, crippled transportation networks, and cut power to more than 1.7 million, Reuters reports. (AP) - Standard & Poor's has downgraded the government debt of France, Austria, Italy, and Spain by one notch, but maintained Germany's at the coveted 'AAA' level. (AP) - The Basque militant group ETA called an end to a 43-year violent campaign for independence today and said it now wants talks with Spain and France—a groundbreaking move that could pave the way for ending Europe's last armed militancy. ETA had already declared a cease-fire last year, but up to now had not renounced armed struggle as a tool for achieving an independent Basque state, a key demand by the Spanish government. The announcement came just three days after several international figures, including Kofi Annan and Ireland's Sinn Fein leader Gerry Adams, attended a conference on ETA in the Basque city of San Sebastian and called on the group to end the violence. Moody's Downgrades Spain, Warns France

Sarkozy vows to take bold action at debt summit

(NEWSER) - Credit ratings in Europe are continuing to slide downward: Moody's has followed Standard & Poor’s lead and cut Spain's rating by two notches, warning that France could be next, reports the Washington Post . "Spain continues to be vulnerable to market stress and event risk," said the agency, noting that with the European debt crisis still unresolved, Spain's growth prospects aren't looking good. More»

(NEWSER) - At least 31 people in 10 states have now been confirmed dead thanks to Hurricane Irene. The AP provides a full list of those who died and includes the cause of death for each of them. Victims range from an 89-year-old Connecticut woman whose house caught on fire after a falling tree limb pulled power lines onto her home, to a 20-year-old New Jersey girl who was trapped in a flooded car, to a Florida surfer who, well, tried to go surfing during a hurricane.
