(NEWSER) - Non-election years are typically productive times for Congress, but not this year. As of last week, the House had passed 326 bills, its fewest in the last 10 non-election years, while the Senate had green-lit 368, its lowest total since 1995, the Washington Post observes. (For comparison, the House passed 970 bills in 2009 and 1,127 in 2007, while the Senate passed 478 and 621.) GOP Pushes Budget With Tax Cuts, $500B Deficit

Alternative budget overhauls Medicare but repeals Obama spending

(AP) - House Republicans are pushing an alternative budget plan that would cut income tax rates and radically overhaul Medicare, the AP reports. The plan unveiled today by Paul Ryan of Wisconsin also freezes overall spending on domestic programs and repeals most of the spending in President Obama's recently passed economic stimulus bill. Despite the reductions, the plan projects permanent deficits exceeding $500 billion into the future, fueled largely by big tax cuts. More»

House Expects to Clear Payroll Tax Cut Today

Though it's possible dissenting members could delay things

(NEWSER) - The payroll tax cut deal is expected to be ratified today, with congressional leaders planning voice votes that would require just a handful of members to be present, the Washington Post reports. Politico notes that the House will be using unanimous consent rules, however, meaning a dissenting member could force a vote next week. Because of the timing, disapproving members will have a hard time making it back to DC in time, but there are at least two who may object and force House members to return next week. More»

Boehner Delays Vote After CBO Says Plan Falls Short

House speaker reworking debt measure to meet projections

(NEWSER) - John Boehner's debt ceiling plan has had a lousy day: In the latest setback, the Congressional Budget Office says it doesn't cut as much as Boehner thought—the CBO puts the figure at $850 billion over a decade, instead of the $1.2 trillion promised by the House speaker, reports the Washington Post . (Read the CBO letter here .) As a result, Boehner and his aides were scrambling to rework the measure. A House vote scheduled for tomorrow has been delayed and now might take place Thursday. Obama Praises Bipartisan 'Gang of Six' Debt Plan

President calls for end to 'posturing'

(AP) - With time running short on the debt limit, President Obama today hailed a plan by a bipartisan senators' group on deficit reduction as the kind of "balanced approach" the nation is looking for. He said it's time for Congress as a whole to rally around such a proposal. "We don't have any more time to engage in symbolic gestures; we don't have any more time to posture. It's time to get down to the business of actually solving this problem," the president said. More»
