WASHINGTON (AP) — The U.S. and Europe have prepared a new round of penalties against Russia for delivering an immediate response if Russian-backed rebels push deeper into Ukraine.

U.S. and European officials say the penalties could start with banning more Russians from traveling and doing business in the West.

But the sanctions can climb dramatically. Options involve measures to hit Russia's fuel exports, cut banks off from international financial transactions and target the ability of Russian businesses to do business deals overseas.

Officials say the Americans and the Europeans are working off the same menu of contingency measures, though there is no agreement on what level of response would be appropriate for each type of infraction.

The officials spoke on condition of anonymity because they weren't authorized to speak publicly on diplomatic deliberations.
