Toronto Pet Stores Must Sell Only Pound Pups

Toronto has a message for puppy mills: piss off. In a unanimous vote, the city council has banned pet stores from selling any cat or dog that does not come from a humane society, shelter, or rescue group. They believe the move will achieve two ends: Cut down on the animal cruelty that puppy mills breed along with their dogs, and discourage residents from impulse puppy purchases, reports the Toronto Star.

"We'll never shut down puppy mills, there are all sorts of ways people will illicitly raise animals," says an official. "But I believe this will limit animal cruelty in the city of Toronto." (Unfortunately, the move won't help these two poor pups.)
