(Newser) – "America's generals have failed to prepare our armed forces for war and advise civilian authorities on the application of force to achieve the aims of policy," says Lt. Col. Paul Yingling. In an extraordinary article in Armed Forces Journal Yingling blames the military for not properly advising the civilian leadership of the challenges in Iraq.

He goes on to accuse the generals of repeating the mistakes of Vietnam by not properly training troops in counterinsurgency tactics. Yingling concludes that Congress must exercise more of its oversight responsibilities if the situation is to be remedied.
