A deputy secretary of state resigned late yesterday afternoon, one day after an as-yet-unaired interview with ABC News tied him to the alleged "D.C. Madam." Randall Tobias, who ran the country's foreign aid program, says he received massages, not sex, from Deborah Jean Palfrey's high-end escort service, and resigned for "personal reasons."
Palfrey has passed off thousands of phone records—including Tobias’s cell number—to ABC's 20/20. "I'm sure as heck not going to be going to federal prison for one day, let alone, four to eight years, because I'm shy about bringing in the deputy secretary of whatever," she told ABC. The network is trying to determine how to handle the information, a spokesman says.
