Democrats Nearly Trick GOP Into Legislative Blunder

They tried to dupe Republicans into adopting ultra-conservative budget

(Newser) – Democrats tried to pull a fast one today on Republicans on the House floor, reports Talking Points Memo. Before Paul Ryan's budget blueprint passed, a far more conservative offering from the Republican Study Committee came up for a vote, one that called for much deeper cuts in spending and taxes. It was expected to be routinely defeated, but Democrats began switching their votes from "no" to "present" to lower the threshold needed for passage. The ploy nearly succeeded, a result that would have rendered Ryan's plan dead in the water and saddled the GOP with a political disaster.

Republicans figured it out before the vote finished, however, resulting in unusual House drama, notes the Hill: Democratic whip Steny Hoyer and Ryan "could both be observed yelling on the House floor, with Hoyer shouting to his members to vote present and Ryan shouting for the vote to be gaveled closed." In the end, enough Republicans switched their votes from "yes" to "no" in time to defeat the measure (119-136, with 176 "present" votes). A Hoyer tweet explained the tactic: "Dems voting present on RSC budget to highlight GOP divisions, plans to end Medicare - which bdgt does GOP support? Ryan or Ryan on steroids?"

Shame on NEWSER for its misleading headline and for failing to report the plain and simple facts. The headline should say: "GOP Trick Bill Backfires When Dems Wise Up." Don't rely on this summary -- the Politico Talking Points Memo is short and easy to understand. The Repugs staged a bogus vote on an outrageous budget bill (amendment) that they had no intention of passing -- the plan was to make themselves look good voting for steep cuts, but of course the Democrats were expected to vote to kill the Trojan Horse bill. However, knowing that the Senate would never pass such an atrocity, the Dems were safe in pulling the rug out from under their opponents. When the Repugs realized at the last minute that their plan had backfired and the Dems were refusing to play along, they had to stall and ultimately change their "yes" votes to "no." In the end the Repugs had to make sure to kill the Frankenstein monster which would have been a public relations disaster for them and a slap in the face for their wonder boy, budget committee chair, Paul Ryan. They were cynically playing a game that they thought they could use later during the reelection campaign in 2012 against the Dems. The Dems should be applauded for saying enough is enough with the games. There should be consequences for this kind of cynical gaming of the system. At the end of the day, Chairman Ryan's symbolic budget bill was passed with all Dems voting "NO".

Hey, I am tickled as hell about this! For years, the Repugs have been pulling crap like this constantly, so those of you that are whining about it, take a look back. They probably learned it from your guys! But, between them taking a cue from the cons and nearly pulling this off, and Obama growing some cajones, (or so it appears, time will tell), all in the same week--Life is good! Between all of this stupid crap the RW has been pulling lately, the Rep Governors and their extreme agenda of late, and in particular, Scott Walker and his crap? Hey, you guys have just won Obama the 2012 election for us! Thank you soooo much!

OOOOH! Those horrible Dems - trying to trick Repubs into passing repub created bills, always trying to expose the GOP wish list of what the GOP wishes to impose on us all... well, all but the top 1% of us that is.
