When Jeffrey Epstein was doing time a decade ago in the Palm Beach County Jail, he was allowed to buy two pairs of women's panties, size 5, from the jail's store. The jail's purchase logs were examined by the Miami Herald, which said it's not clear why he was allowed to buy the underwear. The jail does have female inmates. Epstein also bought men's briefs in medium, and the sweatshirts he bought were XL and larger. They were among the purchases totaling thousands of dollars that he made during his 13 months in jail. His most common purchase was a single-serve cup of coffee, of which he bought more than 800. The sheriff's department has not commented on the store records. Epstein was jailed after pleading guilty in 2008 to soliciting sex with a minor.

But his jailing didn't resemble that of other inmates. Jail records acknowledged his wealth in granting him special conditions, warning that he might be vulnerable to extortion by other inmates. His cell was left unlocked, so he could leave anytime. He could watch TV nearly anytime. Those conditions got even better as time went on, per the Herald. His work release program was extended from six days a week to seven, he was allowed to spend time at home, and documents began referring to Epstein as a client instead of an inmate. The off-duty deputies Epstein paid to guard him while he was on work release had to wear business suits and sometimes stood outside his office instead of keeping an eye on him. In July 2008, an assistant U.S. attorney complained in a letter allowing Epstein to be in his office "making telephone calls, web-surfing, and having food delivered to him is probably not in accordance with the objectives of imprisonment." A lawyer for women who have accused Epstein of sexual misconduct has said, per the New York Post, that Epstein spent some of his free time outside the jail to continue to have sex with young women. (The last days of Epstein's life in a New York cell were different.)
