The first typhoon of the year has killed at least 26 people in the Philippines and left large parts of the country without power. Electricity is slowly being restored to Manila and surrounding areas as the country repairs the damage from Typhoon Conson, the AP reports. Dozens of people, mostly fishermen caught at sea as the typhoon swept in, are still missing.
