4. Peoria, Ill.: -6.4%
5. Binghamton, NY: -6.2%
6. Casper, Wyo.: -6.1%
7. Decatur, Ill.: -5.4%
8. Bloomington, Ill.: -4.9%
9. Elmira, NY: -4.8%
10. Fairbanks, Alaska: -4.6%
