A rep for Vladimir Putin says visiting GOP Sen. Rand Paul has presented a letter from President Trump to the Russian leader, though he added that the letter has not yet been examined by the Kremlin, reports the AP. "We expect that in the nearest time it will come to the presidential administration," he said, according to Russian news agencies. Politico clarifies that Putin has not been in Moscow this week, so the letter was given to his reps.

Paul said he was "honored" to participate in the handover, tweeting that "the letter emphasized the importance of further engagement in various areas including countering terrorism, enhancing legislative dialogue and resuming cultural exchanges." Paul on Monday announced he had invited Russian lawmakers to DC; it would mark their first visit in nearly three years.
