A plea deal to settle charges that rapper Foxy Brown hurled a BlackBerry at a neighbor means the notorious bad girl had to pen an apology letter instead of going back to jail, the New York Post reports. "It's over," the hip-hop diva said. "I made a really good decision in my plea. They knew this was a weak case."

Addressed "To whom it may concern," the letter read: "I apologize for the incident that occurred on 7/31/07 in that I attempted to scare Arlene Raymond and place her in harm's way." (More Foxy Brown stories.)
